Yahoo 553 5.7.1 [BL21] / 5.7.2 [TSS09] — Connection Refused, IP Listed

Yahoo refused the connection outright: the sending IP is on a blocklist Yahoo consults (BL21) or has been permanently deferred for reputation (TSS09).

What the bounce says

Exact wording as it appears in the rejection or NDR. Placeholders such as x.x.x.x and example.com stand for your own address and domain.

553 5.7.1 [BL21] Connections will not be accepted from x.x.x.x, because the ip is in Spamhaus's list; see https://postmaster.yahoo.com/550-bl23.html

553 5.7.2 [TSS09] All messages from x.x.x.x will be permanently deferred; Retrying will NOT succeed. See https://postmaster.yahooinc.com/error-codes

These are Yahoo’s hard refusals. BL21 means the sending IP is on a blocklist Yahoo consults and the connection is closed immediately. TSS09 means Yahoo itself has decided to defer everything from the IP permanently until its reputation changes.

Most common causes

  • The IP is listed on Spamhaus or another list Yahoo uses
  • Sustained complaints or trap hits led to a permanent deferral
  • A compromised host on the IP
  • Shared range with a bad neighbour

What to verify next

  1. Check the IP on public blocklists and fix the listing cause
  2. Verify PTR and HELO
  3. Stop any abusive traffic from the IP
  4. Use Yahoo’s sender hub form to request review once clean

BL21: external list

Yahoo names the list in the text — Spamhaus is the usual one. The listing is the problem to solve; once removed, Yahoo accepts connections again without a separate request.

Check the IP on the named list, read the reason, fix the cause and request removal from that list operator.

  • BL21: fix the named blocklist listing.
  • TSS09: Yahoo’s own permanent deferral.
  • Retrying does not help either.

TSS09: Yahoo’s own verdict

Sustained complaints, trap hits or spam from the IP led Yahoo to stop accepting it. Fix the cause — compromised host, bad lists, missing authentication — then use the sender hub form to request review with the full rejection text.

Prevent recurrence

Authenticate fully, enrol in the complaint feedback loop, keep lists clean, and monitor blocklists for your sending IPs.

Best diagnostic path

Known limits

  • Yahoo’s internal reputation decisions are not explained.
  • Blocklist removal timing depends on the operator.

Common questions

The IP is not on Spamhaus now.

Yahoo may cache list results briefly. If it persists beyond a day, use the sender hub form.

Can I switch IPs?

You can, but the behaviour that caused the listing follows the domain. Fix the cause first.

Difference between 553 and 554 at Yahoo?

Both are permanent. 553 is used for connection-level refusals like BL21; 554 for policy on a specific message.

Why the exact message matters

The same status family can be triggered by different conditions, and providers frequently add diagnostic text that narrows the issue. Use the complete rejection text rather than treating the numeric code as a complete diagnosis.
